The State Energy Conservation Office (SECO) is taking input on the design of the Home Efficiency Rebates (HOMES) and Home Electrification and Appliances Rebate (HEAR) programs. These programs were funded through the Inflation Reduction Act of 2022, will offer rebates to eligible households to help complete energy efficiency improvements and reduce energy costs.
- Currently this program is not in place, and no rebates are available. Stakeholder meetings to develop the programs are underway to bring together contractors and subject matter experts to build out the programs for Texans.
- The programs are currently in the planning and design phase, and a future launch date will be established once the state has approval from DOE.
- In April 2026, SECO hired APTIM Federal Services LLC (APTIM) as a third-party entity to assist the office with the design and implementation of the Texas HOMES and HEAR Rebate programs.
- Throughout 2026, SECO will focus on important early planning steps to ensure the success of the rebate programs, including public engagement and gathering feedback.

In-Person Opportunities: Learn More About Texas HOMES and HEAR Programs
Join APTIM and the Texas State Energy Conservation Office (SECO) for free in-person community events across the state this summer to share and gather input on the new Texas Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebate (HEAR) programs.
These programs will provide rebates to eligible households — up to $8,000 for HOMES and up to $14,000 for HEAR — to make energy efficiency improvements and reduce energy costs.
These events are open to the public and will allow time for questions.
