There is not much excuse for some of the damaged finishes we see in new construction inspections.  Damage brick veneer is common and falls in that category.  It is very obvious they are damage when they are placed.  In some styles of brick this is not an issue, but when you have wash finish brick then chips and damage become an eyesore.  This is especially true when they occur at numerous locations across a wall and at the front of the building.  Would you want this on your new house?  Technically it will not affect performance but come on man!  These bricks should have been culled during layup of the wall.
